Support for IGIC tax in Canary Islands

I want the checkout to correctly handle taxes for the Canary Islands. Currently, customers there are being charged standard Spanish VAT, but they should be charged IGIC (Canary Islands General Indirect Tax) instead, as the Canary Islands are not part of the EU VAT territory. This is important to ensure tax compliance and avoid overcharging customers in that region.
