Manual Payment Method Toggles (Hide PayPal/ACH)

I want to be able to manually hide specific payment methods (like PayPal and US Bank Accounts/ACH) in the merchant backend and only retain the Card payment option. This is needed to comply with our company's internal payment display rules during the user subscription process.
