Floating license seats with concurrent-use allocation

Support floating licenses that allocate and release seats based on active concurrent use, instead of capping total device activations. This would let companies install the product on more machines than purchased seats while limiting the number of simultaneous users. Current license keys and activation limits only fit individual purchases, which limits B2B sales to studios and teams sharing workstations. The requested behavior should resemble enterprise licensing platforms such as iLok or Cryptlex: a shared pool of floating seats, automatic seat release after a configurable lease expires, and an offline activation option for workstations that cannot connect regularly. Releasing an activation only when the app closes is not sufficient, since workstations can go offline or close unexpectedly and leave a seat occupied. Keeping payments and licensing together in Creem is preferred; using a separate licensing platform would add cost, integration work, and testing and support overhead.
