Email Notifications for New File Version Uploads

I want to automatically notify all active license holders via email when I upload a new version of a file/product. This is important because currently I have to manually reach out to customers when updates are available, which is time-consuming and inefficient. I would like the system to automatically detect when a new file version is uploaded and send an email to all users with active licenses for that product, informing them that a new version is available for download. This would help keep my customers up-to-date and improve the user experience for software products that receive regular updates.
