Checkout localization: Taiwan users seeing Simplified Chinese instead of Traditional Chinese

Checkout localization shows Simplified Chinese (zh-CN) for Taiwan users instead of Traditional Chinese (zh-TW). Users from Taiwan should see Traditional Chinese (zh-TW) in the checkout interface. Currently, it is displaying Simplified Chinese, which affects the user experience. The user expects the system to correctly map Taiwan users to zh-TW.
