API Support for Disabling and Re-enabling License Keys

Please add documented API endpoints to disable and re-enable an entire license key, rather than only deactivating individual instances.

For desktop software, this would allow merchants to keep Creem’s license status consistent with their own backend after refunds or other entitlement changes. Ideally, these operations would support scoped permissions, idempotent requests, and corresponding webhook events.
