Allow integration and setup during onboarding review

I want to be able to set up and integrate my business while the onboarding/verification process is still in progress. Currently, it feels like business is on hold for weeks while waiting for approval. There should be a way to integrate and prepare everything so we can start receiving payments immediately once approved.
